Vinegar in water??
I found this tip on a site I just discovered: "If you put 2 tablespoons of vinegar per gallon of water in their water, it helps keep the water bacteria free and helps the birds absorb calcium. "
What do you reckon? Wouldn't it harm the birds? That's even if they'd still drink the water, I know I wouldn't like it...

I've heard that one before, but I have absolutely no idea if it's harmful or beneficial to quail. I do know someone who suffers from arthritis and swears by cider vinegar as a supplement.
I do know the vinegar will inhibit algae by acidifying the water and limit the availability of oxygen.

Cider Vinegar is often added to water as a general tonic for chicken, Regular dosing of Apple Cider Vinegar act as a good worm deterrent. It raises the acidity in the gut of the bird and creates an environment that discourages internal parasites, so imagine it would do the same for quail.
I also heard that adding Garlic powder acts in chickens guts so helps it from being a host to worms.
